The BIC notes and welcomes the result of the 17 February 2020 EU Foreign Affairs Council in recognizing the need to assist the implementation of the international arms embargo in Libya through the use of strategic aerial, satellite and maritime assets. The BIC believes that should the EU seek a peaceful resolution in Libya, it should go further to articulate how this embargo will be enforced, and call out those international actors involved on the ground to cease incendiary actions. The BIC insists that the only sustainable settlement in Libya will be through concerted dialogue, diplomacy, and the adoption of a new agreement between the parties fit-for-purpose in 2020.
