As a regional arrangement under Chapter VIII of the Charter of the United Nations, the Organization for Security and Cooperation in Europe (OSCE) is actively engaged in global efforts to prevent and combat terrorism. Year after year, the OSCE Presidency has continued to strengthen its efforts to address this phenomenon largely by holding seminars and establishing special recommendations on this issue.

The importance of participating in this event is a response to the OSCE partner countries and cooperation partners, which includes a number of new challenges to include a possible increase in the number of foreign terrorist fighters returning or moving from conflict areas. This meeting will provide an opportunity to identify relevant policy outlines and commitments in addressing threats to retired returning citizens and explore ways to enhance international, regional and sub-regional cooperation, particularly among law enforcement, intelligence, criminal justice and other relevant agencies.
